Fathi Mukhtar Ghaleb Noah

Dr. Fathi Mukhtar Ghaleb Noah, was born in Tripoli (Libya) where he completed his secondary school. Dr. Noah received his B.A. in Engineering Physics and M. A. in Nuclear Engineering from the University of California, Berkeley. At the same university, Dr. Noah received his PhD in Nuclear Engineering. He was a Head of the newly established Department of Nuclear Engineering at the University of Tripoli in Libya. He served as the Under-Secretary of Energy where he headed the Research Division as well, overseeing development of Tajura Nuclear Research Center where he headed the Libyan – Russian Joint Technical Committee. He founded and became first Dean of the Faculty of Nuclear & Electronic Engineering. From 2012 – 2013 dr. Noah served as the Advisor for Foreign Affairs and International Cooperation to the President of the General National Congress of Libya. From 2016 – 2018 he served as the Foreign Policy and International Cooperation advisor to the Vice President of the Presidential Council of Libya. He officially represented Libya at a number of international conferences world-wide. Dr. Noah was invited to participate at the high-level meeting of key decision makers of Libya held in Geneva (Switzerland) in October of 2016. He also spoke at the UN Climate Summit held in Marrakesh (Morocco) same year. Dr. Noah served as the advisor to the Mediterranean Basin Initiative at the Center for Transatlantic Relations SAIS at the Johns Hopkins University in Washington D.C. He is also engaged in consulting services in engineering, technology, business ventures and investments.
